You can search for packages containing a given file at:
http://pdo.debian.net/
(usually at http://packages.debian.org, which is presently
disabled).
Note that the Contents file appears to be a couple weeks old, so its
says that apt-setup is still in base-config (which is wrong).
There's also 'apt-spy' which tests for the mirror with the best
connection (but be sure to use the latest version, otherwise it might
crash because of bug #315120).
Even if you don't use the apt-spy functionality, it includes a
mirrors.txt :)
