Allowing users to hotswap.

Dear all:
You'll have two threads at the price of one! :D. Jokes apart... I was
wondering if any of you could carry out the hotswap action, as an user. I use
testing, 2.6.14.5 on a Dell inspiron 510m.
With hotswap I mean inserting a new drive, i.e.: a CDROM into the expansion
bay. I usually have an auxiliary battery there, so when I boot the ide bus just
find an only hd drive (hda). In this case, hotswap forces a rescan of the ide,
so if a new drive is inserted it is recognized and therefore could be used.
Some little time ago in testing (maybe for the hotswap version or for th
kernel I used, an user with some privileges (disk group belonging) could issue a
hotswap action and adding or removing a new drive. This is not the case now.
What do you think is the best way of carrying this out?.
