Yes, it's that simple.

This is where we are now:

stable -> woody, aka Debian 3.0
testing -> sarge
unstable -> sid

and this is where we will be once sarge is stable:

oldtstable -> woody, aka Debian 3.0
stable -> sarge, aka Debian 3.1
testing -> etch
unstable -> sid

Remember to add an appropriate sarge line for security.debian.org,
even if it does not currently contain any packages yet.
