I suspect that you misunderstand how it works.

Typical uploads go to unstable.  They have an associated urgency: low,
medium, high, (undocumented: critical).  After a period of time
determined by the urgency has passed, and certain conditions [0] are
met, the packages "propogate" to testing.  That means that the given
version of the package is available in testing, also.  It is still
availabe in unstable, unless a more recent upload is made.

The motivation behind testing is to have a nearly-releasable "suite"
of up to date packages at all times.  So, after a bunch of things
changed from the most recent stable release, you start a "freeze".

First freeze is for the base system, the maybe freeze of the
installer, then library packages, then extra packages.

After something is frozen, the only updates allowed are RC bugfixes.

When the RC bug count is sufficiently low, the testing Packages.gz
file is copied to the stable Packages.gz file, and its given an
official codename (like "etch").  Packages .debs in a distribution
(sid, testing, stable) are not deleted; packages not in any
distribution are deleted, eventually.

Right, I noticed the same.  I believe that the reason is:

...
The following packages have unmet dependencies:
  k3b: Depends: k3blibs (>= 0.11.20) but it is not going to be installed
       Depends: kdelibs4 (>= 4:3.3.2-1) but it is not going to be installed
       Depends: libarts1 (>= 1.3.2) but it is not going to be installed
       Depends: libqt3c102-mt (>= 3:3.3.3) but it is not going to be installed

So you should wait a few days until those packages also move to testing.

Or, the problem might be that it needs to get rebuilt to depend on the
libraries renamed and compiled with G++ 4 .  I don't know how to
tell which.

You can just wait until it gets fixed, or use the unstable copy, which
will probably be fine.
