I have a similar issue where if gdm is brought up by init, the X.org
server will be burning cpu cycles and not display anything. If I kill
the X server with root privs from another VC, then the gdm prompt will
come up.

I don't recall right now if that particular problem happens every
other time or if it's a variable number of X server re-starts that
causes this.

For me it was a sid->sid upgrade that did this, and the xorg server
upgrade was done a while ago.
