Configure /etc/apt/apt-file.conf to use wget or aget

Hi!  Would like to get apt-get to use aget (or wget) to download
packages.  The docs seem extremely terse on this subject.  Would be
grateful for guidance on how to edit /etc/apt/apt-file.conf and / or
/etc/apt/apt.conf accordingly.
