I've done
% cd cvs/cvs.debian.org/debian-boot
% CVSROOT=:pserver:anonymous@cvs.debian.org:/cvs/debian-boot cvs co debian-installer
% cd build
Now, building a floppy disk image from today's CVS results in free space
-188 K. I've tried to tune it by removing netcfg-static and
isa-pnp-modules from debian-installer/build/ pkg-lists/net/common and
debian-installer/build/pkg-lists/net/i386; but this failed too: free
space -158 k:
% fakeroot make build

BTW, just dd-ing the borken .img to fd0 does give a bootable floppy.
It's not of much use, though.
