It's either that or the other alternative I suggested: did you upgrade
dpkg-dev as well as dpkg?
Systems that have never had dpkg-multicd installed won't have
dpkg-scanpackages.dpkg at all: that's a diversion created by
dpkg-multicd. It's a bug that you still have that file, although perhaps
one that's since been fixed.
