Well, since apt uses dpkg you should try to keep them in sync.

Well, I'm told that the installation docs provide a "proper" upgrade path
solution. I know that is the last place you and I look for such things but
that's our own fault ;-)
Using dependencies to try to force an apt upgrade isn't a very good idea.
In past releases it was libc that had to be upgraded first. Dpkg could be
fixed to do this, but it is a cart/horse problem that can only be resolved
by a hand upgrade of the crucial packages.
Sorry for your difficulties. I know how much pain is involved in
recovering from these problems, as I did it once myself.
