apt-get dist-upgrade consistently fails



Hi!  After having done "apt-get update", the usual "apt-get
dist-upgrade" consistently returns the following error messages after
having downloaded the 67 required files:

Reading Package Lists... Done
Building Dependency Tree... Done
Calculating Upgrade... Done
67 packages upgraded, 0 newly installed, 0 to remove and 0  not upgraded.
Need to get 0B/24.7MB of archives. After unpacking 6350kB will be used.
Do you want to continue? [Y/n]

    import apt_pkg
ImportError: No module named apt_pkg
