emacs21

Why isn't emacs21 in testing?  The update_excuses output says:

* emacs21 (- to 21.1-7)

    * Maintainer: Rob Browning
    * 18 days old (needed 2 days)
    * emacs21-el/m68k unsatisfiable Depends: emacs21 (= 21.1-7) []
    * out of date on m68k: emacs21 (from 21.1-5)
    * Not considered

I assume this means that there is no emacs21-el built for m68k.  But
why would that be?  There's no bug filed against it.
