I don't have an answer for you.  The list of packages needed are in
debootstrap.

File a bug on debootstrap so that it could perhaps download the
packages but not build base.  You could use that to construct a local
mirror.

Alternative of course is to buy a gold CD of woody or whatever dist
you were working from...

Sorry for the inconvenience... but I really think its for the best.
Hacking debootstrap to construct a local mirror of base shouldn't be
too hard.  I can perhaps help make a patch or hack on debootstrap to
get this done if you guys really need it and no one else is able to...
