Doesn't 2.2.17 need 5 MB ram to boot at all? Did you change the
kernel?

Apart from that, normaly you would do this with "root=/dev/fd0" with the
lowmem disks or after a "zcat root.bin >/dev/hdaX" or use the "swap="
boot parameter to boot directly with swap activated.
