Floppy Installation

I have attempted many times to get Debian installed with many
different floppies using the command "dd if=??? of=/dev/fd0 bs=512
conv=sync ; sync" to make the floppies. The rescue disk does just fine
but when I have to put in the drivers disk at the "Install Operating
System Kernel and Modules" prompt the floppy drive mounts but never
reads. Any suggestions would be truly appreciated.
