I'm not quite sure why that site isn't connecting.

Netgod maintains a mirror of incoming:
ftp://ftp.netgod.net/debian/Incoming/

But they aren't in incoming so checking disks-i386 is a good bet:
ftp://debian.crosslink.net/pub/debian/dists/potato/main/disks-i386/

But those are old so checking debian-boot reveals ~aph's snapshot:
http://www.debian.org/~aph/boot-floppies/

I believe it's all done with cvs, but I've never had the time to look at
it to that detail.  I just keep an eye out for what the group spits our
way.  Look at the mailing list archives to see that the stuff is ~aph is a
work in progress and no guarantees of stability are made.  For testing, I
believe they are interested to see if the installed image is functional
(which is acheived with a chroot, see the archives for more details).
