The documentation explaining how to install Debian seems to encourage
the many-floppies route, rather than treating it as a last resort.
Perhaps this is why Debian is generally perceived as needing a lot of
floppies.

Do you need more than 2 to boot from a non-booting ATAPI CDROM drive?
What are the plausible situations where a lot of floppies are needed?
