I can confirm this on a straight slink system upgrading to X11 with
xdm running (no one logged in at the time).  Keyboard went totally
deal (mouse still worked).  Even caps lock light wouldn't light.

This occurred during an otherwise normal, flawless upgrade of the X11
subsystem from the pre-ripped up version to the newest version.

By restarting either the Xserver or xdm (not sure) from another
machine I was able to recover without rebooting.

This message is a bug report against xdm.
