[mdc-vmrc] Proposed CfP for MiniDebConf Vaumarcus 2019

Hi,

based on the Call for Papers of the MiniDebConf Hamburg 2018, I'v
created a proposition for a CfP for MiniDebConf Vaumarcus 2019 at
https://wiki.debian.org/DebianEvents/ch/2019/Vaumarcus/TalkSubmissions

Please review the suggested topics (see also below) as well the
remainder of the CfP.

I expect that there will be a topic about the CfP during the IRC
meeting this evening. As soon as the CfP has no more show stoppers in
there, I (or someone else) will link it on
https://wiki.debian.org/DebianEvents/ch/2019/Vaumarcus under the text
"presentations, workshops" in the section "In very short".
