please give-back gtk3-nocsd on sh4 (debhelper packaging bug)

Dear sh4 porters,

Due to debhelper=10.1 accidentally not packaging anything in /usr/bin,
gtk3-nocsd failed to build on sh4. (dh: Command not found) Please give
it back (after making sure that the buildd chroot is up to date and
will pull in current debhelper 10.2.1). I suspect quite a few other
packages could also be affected by this, so you might want to look at
other packages that failed to build since yesterday (when 10.1 was
uploaded) and give them back as well.
