Missing tiff and perl transitions

Hi!

Needs-Build is again running empty for the sh4 port since many
Build-Dependencies are still uninstallable [1]. This is mainly
because sh4 has missed some important transitions so far, most
importantly perl-5.20 and tiff5.

I am currently using yamato to rebuild perl packages against
perl-5.20, so expect the build queue to fill up again within
the next days.
