ANN: sh4.g15.jp (porterbox) is downed and move

Hi, all.

sh4.g15.jp(porterbox) is downed.
It is because service of NOC which was installing sh4.g15.jp was
completed. 
sh4.g15.jp stops until it moves to new DC.
Movement to new DC is being planned in the middle of the month next
month. 
Since the sumotsu.debian.net is working, the user needs to use here.
