It is common to do large modifications to sshd_config. Would
you mind to support avoiding config file conflicts on future
openssh updates?

Suggestions:

- drop /etc/ssh/sshd_config from the Debian package completely
  and rely on the defaults (my favorite)
- support a subdirectory /etc/ssh/config.d to look for config
  file extensions
- use /etc/ssh/sshd_config.local (supplied by the user) instead
  of sshd_config, if possible

Fixed in 1:8.2p1-1. It seems that you essentially filed a duplicate of your own bug!

openssh (1:8.2p1-1) unstable; urgency=medium

  [...]
  * Include /etc/ssh/ssh_config.d/*.conf from /etc/ssh/ssh_config and
    /etc/ssh/sshd_config.d/*.conf from /etc/ssh/sshd_config (closes:
    #845315).
