Bug#972091: openssh-client: ssh -o KbdInteractiveAuthentication=no gets ignored

Dear Maintainer,

connecting to a server disabling keyboard-interactive authentication
does not actually disable it; -vvv shows:

This should not happen. Guess there's just a minor logic error
somewhere.
