Note that using the remote .profile is not a solution as it is read
only by login shells, so that "ssh host command" would not get the
correct locale. The only possible solution is to pass LC_* and LANG
environment variables.

Users should set LC_* and/or LANG variables on the local side and the
default server configuration should accept them.
