Bug#962035: defaults are applied every time the include statement is processed

Hi,

in the config include feature that was added since 8.2 there is an issue.

It will apply defaults every time it includes things like that.

Due to that people get unexpected behavior, as described in [2].

According to your checks this isn't in 8.3 which you are working on right now.

Therefore I'd ask you to add [1] to your upload when the merge of 8.3 is ready or afterwards (whatever suits you better)
