Bug#845222: openssh-client: ssh-copy-id creates ~/.ssh with wrong permissions

I note that the code that should be doing what is requested in this bug,
has been present since 2010.  Namely the umask 077 before the mkdir.

That being the case, I assume that there was something unusual about the
target system that caused the umask not to work as expected for some
reason.

It's a shame that I didn't notice this bug when it was reported, and
therefore didn't ask for additional information in a timely manner.

P.S. I imagine that the target system will have changed enough to make
  the bug unreproducible by now.  That being the case I'll mark it as
  needing additional information, and would suggest closing the bug if
  none turns up within a month or two.
