Yes, this is a little odd. I basically have the choice of reverting the
fix to #823827 or patching DSA out of the implicit list used if the
configuration file doesn't specify any HostKeys. I've forwarded the
basic question here to https://bugzilla.mindrot.org/show_bug.cgi?id=2662
to see what upstream thinks of it.
