Correct would be "libssl1.0-dev | libssl-dev (<< 1.1.0~)".

">= 0.9.8g" is irrelevant because this is true since at least wheezy, 
but people trying to build OpenSSH on a system where libssl-dev from 
OpenSSL 1.1.0 is installed will happen.
