Yes, it was disabled at compile-time upstream:

  http://www.openssh.com/txt/release-7.0

I may consider building a separate client-only package with protocol 1
support, but I'd like to see how things go.  It seems important for the
general health of the internet that people put pressure on vendors and
sysadmins to upgrade these old and broken servers.
