Bug#747245: openssh-server: pam_keyinit present on linux architectures only

Hello,

pam_keyinit is only present on linux architectures and should probably
be removed from the other architectures.

After some discussion with Vorlon on IRC, he would prefere to see a
different pam files between architectures (see [0]).
