It doesn't seem quite the same, judging from package descriptions.
However, in the interval between you filing this bug and me dealing with
it (sorry!), libpam-ssh seems to have been reintroduced:
http://packages.qa.debian.org/libp/libpam-ssh.html
... so I think I'll just leave openssh-client's Suggests field as it is
now.
