While the unstable openssh was adjusted to read from /usr/share for
blacklisted keys, the stable openssh needs this change as well to
support a future backport of the openssh-blacklist-extra package, and to
allow the blacklists to move out of /etc/ssh.

We should have done this, but it's far too late now as etch has long
since dropped out of support, so there's not much I can do now but close
this bug.  Sorry.
