Bug#706194: openssh-client: Does not respect $HOME

I have a setup where I have multiple users with the same UID, but
different home directories.  SSH seems to use getpwent to find the home
directory rather than respecting $HOME.  This means I can't have
per-user SSH configs, which is a bit annoying.
