Uh ? What makes you say that ?

While I agree that packages *should* never modify conffiles, changing just the 
syntax of the files is more acceptable. 

As a matter of fact, openssh-server post-install already contains code to 
upgrade sshd_config file to cope with parameters renamed upstream (e.g. 
KeepAlive -> TCPKeepAlive).
