Bug#675362: openssh-server: please recommend ncurses-term

Users who use some kind of non-standard terminal emulator (on Debian,
this means anything which sets TERM to some value for which no entry
exists in ncurses-base) often experience problems when connecting to
remote systems, since the terminfo description might be lacking there.
Many terminal emulators set TERM to xterm to work around the problem,
often with rather suboptimal results (e.g. the End key misbehaves in
putty in the default configuration).
Installing ncurses-term on the server nicely solves this problem for the
user, so it might make sense to add it to openssh-server's Recommends.
While ncurses-term is of priority standard already, and sysadmins who do
not install standard packages are likely to disable the automatic
installation of recommended packages as well, at least the users have a
valid argument to persuade their admin of installing ncurses-term.
