The ssh manual page says:

[-D port]

I think it should be this:

[-D [bind_address:]port]

As specifying "-D localhost:1080" does stop ssh from binding port 1080
on all interfaces.

A warning that not doing this will result in an open proxy might be useful
too.

This was fixed in OpenSSH 4.3, following this similar upstream bug
report:
