Bug#516441: ssh: port forwarding broken?

$ ssh -fNg -L 6603:127.0.0.1:3306 desktop1

channel_setup_fwd_listener: cannot listen to port: 6603
Could not request local forwarding.

This happens if I use any arbitrary client port instead of 6603. It seems 
rather unlikely that every port on my machine is already taken. It also 
fails from a root terminal, and if I remove the -g option.
