Bug#453285: openssh-server: Missing /var/run/sshd if run by inetd

Hi,

when starting sshd from inetd, I get the message “fatal: Missing
privilege separation directory: /var/run/sshd.” This directory is created
by the init script /etc/init.d/ssh. But I created
/etc/ssh/sshd_not_to_be_run, because I call sshd from inetd.

The init script should create the directory /var/run/sshd everytime.
