Bug#420742: openssh: Minor error in debconf template

This was introduced by the debian-l10n-english review. There's only one
README.Debian file, so Helge's first suggested patch is correct.
However, retranslation is already in progress. What's the right thing to
do about this?

I think I prefer "the README.Debian file", actually.
