I'm betting that the permissions on /dev/null on your system are broken.

  $ perl -e1
  $ ls -l /dev/null
  crw-rw-rw- 1 root root 1, 3 2006-12-24 13:32 /dev/null
  $ sudo chmod u+s /dev/null
  $ perl -e1
  Setuid script not plain file
  $ sudo chmod u-s /dev/null
