Firstly, this would be a separate bug if true, and should not be
attached to this bug whose only relation is that it happens to have
something to do with /etc/nologin.
Secondly, it is not necessary to handle /var/lib/initscripts/nologin
separately, so I won't:
lrwxrwxrwx 1 root root 28 2007-09-11 16:41 /etc/nologin -> /var/lib/initscripts/nologin
