Bug#450632: openssh-server: inittab advice should inhibit recreation of start links

This doesn't seem to be necessary. If you remove just some of the links,
update-rc.d won't recreate them. (Removing the links in runlevels 2-5
still leaves a link in runlevel 1.)

You're right that the number is out of date, though; I've fixed that in
CVS.
