Bug#324695: openssh-server should conflict against ssh < 4.1

Try the following on a sarge system, sid in sources.list:
apt-get install openssh-server
... which will not upgrade or remove "ssh". Now deinstall "ssh"
manually:
dpkg -r ssh
ssh's prerm script will now stop the ssh server, although it was
started by openssh-server. This creates an inconsistent state,
because the administrator has to manually start the ssh service after
the upgrade.
Simple solution: openssh-server and openssh-client should conflict
against ssh < 4.1, either forcing "ssh" to be upgraded to the
transitional package, or (even better) forcing "ssh" to be removed.
