For the record:

18:14 < liw> I think what happened was that ssh was split into
             openssh-client and openssh-server and conffiles moved from
             one package to another, but not in an optimal way

             without causing the dpkg prompts to happen, but I don't know

             are silly), but if not, we need to come up with it
