Please differentiate between
1) not to be started at boot
2) not to be run ever
so we don't have to remove
/etc/ssh/sshd_not_to_be_run
just to run sshd once.

Yes one can also tamper with the run level links, but that isn't as
easy as commenting lines in files, etc.
