I did also get this error:
Sep 30 20:46:59 localhost sshd[6178]: fatal: PAM: pam_setcred(): Critical 
error - immediate abort

I found that the problem was a missing /etc/environment file.

I did a  touch /etc/environment  and after that, my problem went away.
