Bug#313317: openssh-server: LANG setting from AcceptEnv/SendEnv overwritten with /etc/environment by PAM

When using AcceptEnv/SendEnv to send enviroment settings, LANG is
overwritten by PAM's pam_env module reading from /etc/environment. I
think pam_env should read /etc/environment before AcceptEnv/SendEnv so
that the system defaults can be overridden by the user's preference.
