Bug#280609: ssh: -q suppresses "Connection refused" messages

According to the man page:
> -q Quiet mode. Causes all warning and diagnostic messages to be suppressed.
> Only fatal errors are displayed. If a second -q is given then even fatal
> errors are suppressed.
In fact, -q also suppresses "Connection refused" which sounds pretty fatal to me.
