Bug#270447: debconf note "ssh/user_environment_tell" badly worded in German translation

Hi,
the German translation for "ssh/user_environment_tell" is badly worded,
telling not that support for user environment variables was disabled or
deprecated but rather that "environment options were shunned upon". This
is confusing, especially for users that did not even know that such an
option exists.
