Bug#254616: scp: -p should honour ACLs and filesystem attributes

ACLs are becoming more and more of a standard in *NIX worlds. It
would be *awesome* if scp could link with libacl1 and libattr1 and
synchronise ACLs and filesystem attributes, if the target filesystem
supports them.
